The nonprofit Milken Insitute reported late Thursday that the U.S. has entered a recession, and that the impact on California will be greater here than for the rest of the U.S. The Santa Monica-based nonprofit said that based on its study–The Economic Outlook for the United States and California: Slow Growth or Recession?–real GDP has been declining for the past two quarters, due to a combination of the housing market correction, soaring oil prices, a weak labor market, overextended consumers, and the credit market turmoil. The Milken Institute said it believes the impact on California will be more pronounced than in other states, due to exposure to mortgage origination, job losses in construction and financial sectors, and the impact of decreased import activity.

Santa Barbara-based Occam Networks announced Thursday that it has hired a new CFO, Jeanne Seeley. Seeley joins the firm from Access Co. Ltd., the Japanese parent of PalmSource. Occam said that Seeley has also previously served as SVP and CFO of Snap Appliances, VP and CFO of Quantum DSS Corporation, and VP, Corporate Controller, and Chief Accounting Officer at Apple Computer Inc. Former CFO Chris Farrell will continue with the firm until May 31st to transition the firm. Occam Networks is a provider of broadband access equipment for the telecommunications industry.

Santa Barbara-based CallWave, a provider of Internet-based communications services, said Thursday evening that it has appointed Ritesh Bansal as the firm’s new Vice President of Application Development. Bansal joins the firm from TalkPlus, and has previously served at Kivera, CitiBank, and Oracle. According to CallWave, Bansal was responsible for development of the “Friend Finder” app at Kivera for AT&T. Bansal will report to CallWave President and CEO Jeff Cavins.
